Bush Seeks Funds for Abstinence Education

    WASHINGTON - President Bush's re-election insures that more federal money will flow to abstinence education that precludes discussion of birth control, even as the administration awaits evidence that the approach gets kids to refrain from sex.

    Congress last weekend included more than $131 million for abstinence programs in a $388 billion spending bill, an increase of $30 million but about $100 million less than Bush requested. Meanwhile, a national evaluation of abstinence programs has been delayed, with a final report not expected until 2006.

    Ten state evaluations, compiled by a group that opposes abstinence-only education, showed little change in teens' behavior since the start of abstinence programs in 1997.

    The president has been a strong proponent of school-based sexual education that focuses on abstinence, but does not include instruction on safe sex.

    "We don't need a study, if I remember my biology correctly, to show us that those people who are sexually abstinent have a zero chance of becoming pregnant or getting someone pregnant or contracting a sexually transmitted disease," said Wade Horn, the assistant secretary of Health and Human Services in charge of federal abstinence funding.

    Those who say schools also should be teaching youths how to use contraceptives say Horn's argument ignores reality. Surveys indicate that roughly 50 percent of teens say they have sex before they leave high school. While the nation's teenage pregnancy rate is declining, young people 15 to 24 account for about half the new cases of sexually transmitted diseases in the United States each year.

    Teaching only about abstinence means students will be less able to prevent pregnancy and sexually transmitted diseases, say supporters of comprehensive sexual education.

    The push for abstinence is one of several Bush policies popular with religious conservatives. Also topping the agenda: the faith-based initiative, which aims to open more government programs to religious groups. That push will continue into a second term, said Jim Towey, who directs the White House Office of Faith-Based and Community Initiatives.

    "This is a culture change in the way the government provides social services," he said in an interview. "It's a change to recognize if we really want to help our poor, we want to give them some choice of programs and providers."

    The argument about sexual education has raged for years, between those who say teaching about sex promotes promiscuity and those who say teens will make better choices if they are fully informed.

    The "abstinence-only" initiative was part of the 1996 welfare law. Because programs are so young, there has been little conclusive research about their effectiveness. Independent researchers said in 2002 there is no reliable evidence whether these programs are effective in reducing teen sex, pregnancy or the transmission of disease.

    The same team has been updating its findings for the Department of Health and Humans Services. A second report was supposed to be released earlier this year, but has been pushed back, said HHS spokesman Bill Pierce. The final installation is expected in 2006.

    Advocates for Youth recently compiled state evaluations that found little change in teens' behavior since the start of the abstinence programs. The states evaluated are: Arizona, Florida, Iowa, Maryland, Minnesota, Missouri, Nebraska, Oregon, Pennsylvania and Washington.

    Leslee Unruh, president of National Abstinence Clearinghouse in Sioux Falls, S.D., said those state programs are not true abstinence programs because they talk about delaying sexual activity, but not specifically waiting until marriage.

    Wagoner said backers of abstinence-only education are now distancing themselves from programs that don't work. He noted that the state programs all qualified for and received money from the federal pot of abstinence education money.

    Horn and Unruh acknowledged a paucity of data. "So many of our programs are in their infancy. The jury is still out," Unruh said.

    Horn said, "The research is not as adequate as it needs to be."

    Still, he is not willing to wait for more evaluations, calling abstinence education "something that parents and children want."

Doesn't that defeat the purpose? A teacher gets up and gives a lecture on abstinence, and then, with the next breath says: "But, if your're going to have sex, use a condom." What's the point in the lecture?

Getting back to that quote...

Depends upon the context of the lecture, how it's delivered, what its content is, etc.

Condom usage gets you this, this, and this, but not this and this.

I'd rather just bi-pass all this confusing reverse-psychology that might encourage or discourage kids to have sex. It seems we just don't know what curriculum will discourage casual teen sex effectively. All we do is screw up more and more each year.

They should teach both and leave it for the kids to decide. That's my public school did (well my health ed teacher was a Christian so she mentioned abstinance). Everybody joked until we had a guy come and teach us how Aids spread, scared my classmates into living right four about two weeks ;p

Pariah thats what I did for my English class. My research paper was on STD's and boy was that fun :P I didnt have pictures but I used illustrations showing how certain stds spread that there are no cures for, etc. Then I showed them how it attacks their body, and everything. I so got an A and everybodys like, "dude....sounds like abstinance is the only cure" yeah persuaded some people more than the Aids thing taught by some old guy ;p

I read that in the areas of the US where they tried to go down the abstinence route, the kids had less sex, and waited longer before they slept with people (although I believe most didn't quite make it to marriage) but were ignorant on the facts of STDs so the levels stayed pretty much the same.

They need to find a sensible balance.

I'd be happier if the moral issue was something that was taught in the home, but that doesn't seem to be working.

Alright. I don't quite understand the whole abstinence thing (being far more liberal than most of you in here). What exactly is it that we are accomplishing by teaching abstinence only? I mean, to say that these kids are too young too make these choices (and yes, I feel that to engage in or to abstain from sex is a choice to which individuals should be entitled) is really being ignorant of the world outside of your little christian bubble. People are married and starting families as young as 13 in other societies (India sprining to mind off the top of my head). Are you implying that the youth of America are just too bloody stupid to make a single life choice such as wether or not to have sex? Are they so far behind the rest of the world in basic life skills that they cannot be trusted to deal with this one decision, when their equivalents elsewhere are running households of thier own?
Yes, I agree that abstinence is a valid and logical choice to make. It's benefits and downfalls should be presented to kids. But to have sex is an equally valid choice.

There is no such thing as too much information. To decide to keep our youth in ignorance of the realities (espcially in light of the scarry ass shit out there) is the most irresponsible choice that could be made here.

Not for a 13 year old it isn't. And refering to those enlightened societies in which children as young as 13 are married off (for a price) to old men. Seriously? What the hell is wrong with that country.

School is a place where people go to learn. To acquire information. As much as possible about as many subjects as possible in order to better prepare them for the world. Not have moral judgements passed onto them.

Abstinence is a valid viewpoint. It has its advantages. Sure, teach it to the kids. Also teach them about birth control. About STDs. About the biology of sex. Give them the facts to prepare them for the world, don't just teach them what YOU want them to do and hope they never encounter anything contradictory.

"Sex ed?! Egads no! If my little Timmy sees a picture of a vagina, he might start having sex with as many of them as he can find! And then start smoking! And killing unborn children! What next?! Graffiti?!"

I'll agree that abstinence is the best solution for teenagers. In an ideal world, the only one. But it just doesn't happen. Doesn't matter how much money you invest: you can't stop the kids from fucking each other. So you might as well teach them that, if you're gonna fuck, there's a way of considerably decreasing the danger of STDs. There's no contradiction there: when they taught me about safe sex in school, they didn't tell us "...and if you disregard all this and fornicate your girlfriends anyway, here's how to do it". They told us what adults do to have safe sex so we were prepared for when that time comes.

Plus, how does a 19 year old who's never been taught about safe sex learn about it once he's legally able of becoming sexually active? Can anyone here honestly imagine a 19 year old first learning about safe sex in a classroom? When they're not taught kids can only learn through mistake, that's human nature. In this case, one mistake can be deadly.

Not all kids do this. There are smart, good, obedient, respectful kids out there.

I should know. I'm the father of two of them. Do I think they're perfect? Of course not. We've given them a good foundation...and all indications and conversations say they're on track to continue to be good, smart, respectful citizens. And that's what we, as parents, owe the rest of you.

You want teens to stop having sex? Here's how you do it: Have the sex ed classes all taught by 80-year old women.
