Teddy Roosevelt. He changed a lot of things during his years in office. He broke up trusts, put a lot of land aside for conservation, etc. Unfortunetly, most of the change he brought about was not permanent, and was eventually undone by future presidents. Still, you gotta give the man an "A" for effort.
