You don't. All you need is charismatic lines with charismatic stunts.

Generally speaking, any actor could have adopted Ledger's Joker pantomimes/accent. After that, it's the script and the director that end up giving the character any value.

I was talking specifically about charismatic villains. That's why I referenced No Country for Old Men.

In the case of protagonists, you'd definitely need a good actor.
I agree with both sides of the argument. But with all due respect to Ledger he created the idea to do the Joker using a pantomime voice. He wanted to sound like a ventriloquist dummy. He called Nolan a week before filming started and told him that is how he was going to portray the character and Nolan said "yeah that sounds great" and then hung up the phone and said to himself "geez I wonder if that would work".
