I didn't see the Norton Hulk film but didn't Downey have a cameo as Stark in which he indicate that they were putting a team together? If so, that would seem to indicate that Hulk and/or Banner is recruited for the team, as opposed to being a "villain."
IIRC, Stark's cameo in Norton's Hulk was him approaching Fury and indirectly/snarkily offering his help against the hulk problem.
Actually,it was Stark approaching General Ross,offering help and telling him they were putting a team together.
