I think wanting world domination is "all about power."
I think its more about public knowledge. Bryne Luthor was as much into controlling things by any means necessary but he wanted to do it from behind the scenese. Pre-Crisis Luthor was a known villain, post-crisis he was on magazine covers and got awards for charities while all his crimes were a secret. I think doing this made Byrne's Luthor the true antithesis to Superman, secret identity and all.
