Under the existing rules, OCE has no subpoena power, cannot punish lawmakers for any wrongdoing it uncovers, and may only refer its findings and recommendations to the House Ethics Committee.
Since it's essentially already subject to bipartisan HEC oversight, again, how would the proposal "gut" anything?
