As one would expect, California has the highest personal debt. A very high cost of living, combined with not enough high-paying jobs. That's why 200,000 middle/upper class residents flee the state every year. Because they are overtaxed to pay for services to the poor, and to illegal immigrants. They vote with their feet against CA state taxes, and the way it is spent, by leaving for other states.
