The same Riker cosplayer, standing alongside a full figured but still quite sexy and in-role Zatanna. I can't make out the girl in blue's character, maybe Psylocke from X-men?
I wish they'd pulled back or done a second photo that went a little wider so you could make out the other costumes of those around them.
