if you had 2, black n'white choices:
a tyrant? or a pansy?
the tyrant would say what he feels, do what he says, hold true to his beliefs and come thru on his promises, be them good or bad. if he says there's a tax cut and that everyone will get a job, he'll do it! but, if he says he wants a land bridge built from here to england, he'll do that, too. etc, etc.
the pansy would do and say what the people want, letting others make his (her ... yeah right! bwah hah... oh... shit, you can read this...damn... ahem.) decision. if the people want abortions and legalized drugs, even if only a 51% majority, thats what you'll get. if everyone votes against taxes? thats whut'll happen. etc, etc.
