above and beyond the drama he's drug up in NYC (THE capital of the world, love it or not), his precense during the tragedy is amazing.
bush is a president, and thus well known. bin laden is a terrorist and a millionaire, and thus (relatively) well known.
frank stallone is an "actor," and thus well known.
giuliani is a mayor. i cant even name my own mayor, let alone any other (aside from him, of course). i think its a pretty huge frickin accomplishment that people of ny, the us, europe, asia, etc, all know the name "giuliani." says alot about how "powerful" (influentially, politically, super heroically, etc) he's become.
