This doesn't sound like a particularly good premise -So Robin's a slow leaner and lives under the shadow of Tim Drake. I expect sooner or later he'll save Batman's life after which the unfavourable comparisson's to past Robins will end.
It would be better and much more original if he continued being a total fuck up
