This guy has a really dry sense of humor and a monotone delivery. He keeps a straight face and seems depressed all the time. It's not Steven Wright! I think his first name is Fred, I keep thinking "Fred Wolf," but that's not it. He's a tall lanky guy with a pronounced Adam's apple and what look to me like Germanic features. Dammit, this is really bugging me I can't think of his name! They used to show his stand-up on Comedy Central a lot, back when they showed stand-up, and he's also a writer and appears in stuff from time to time (like that helps!)

You know, three-way light bulbs are really mean, if the person who is using it doesn't know it's a three-way light bulb. They go to shut the light off, and it gets BRIGHTER! Dammit, lightbulb, that's the exact opposite of what I wanted you to do!

I doubt it was Hedberg. There were MUCH better ways to describe Hedberg than lanky and Germanic, and he was hardly monotone in his delivery. Garbled but not monotone.
