Firstly they mentioned Mick Foleys new book on Raw this week, and now they have even put up an interview with him, conducted by Joey Styles on WWE.com.
While its partially Vince showing Mick some respect by doing this, you also know that to him its a perfect opportunity to show TNA how little he worries about them.

Why did TNA let Mick do this? As much as Vince may not give a shit about "the little engine that couldn't," you'd think that they would try to keep talent from getting--not only plugged--but interviewed and pushed by the "competition." I think this also show just how much of a mark Dixie Carter really is and how she has no idea how to run a wrestling company.

I'd guess that TNA had no say in it. His book deal is independent of them, so it would be highly unlikely they could stop him from promoting it like this.
I would guess the only thing they could stop him doing is appearing on their tv shows.
