When Nkorea launched its missile over Japan last month that was a test of the US and UN. They both failed. Though it was a violation of UN resolution, Obama did not shoot it down, he urged Japan not to shoot it down, and the UN could not even find itself the nut sack to issue a condemnation. Obama failed the test, the UN failed the test. Nkorea now feels unhindered, which it essentially is.
