The international community really didn't care he was being a dick to the jews, nobody would put their own government and reputation with the international community at stake by declaring war over something as small as that, the nazi's would've put the public opinion to their hand. If France attacked Germany they probably would've won, but the problem is the UK and France actually saw their moves in the Rhineland as just, definatly not as a threat. There was no way to know Germany was that much of a threat, untill it was too late.
