It is kind of creepy how Biden keeps his hands wrapped around these girls for unnaturally long periods of time, long after the photos. And it does seem like these young girls are very uncomfortable being close to Biden, and that he whispers things to these girls unheard by others. But creepy as it seems, from what's shown here, one couldn't say for certain he did anything wrong.
That said, Biden on multiple occasions behaves in a creepily inappropriate way with adult women as well. He's known for swimming naked and making female Secret Service agents protecting him uncomfortable. One wonders why this, at best, inappropriate behavior with women and girls is not bigger news.
