I don't know if this was a cosplayer-imagined and designed costume, or if it was one used in an actual Zatanna story. But nice, regardless.
My only complaint is it's more akin to Alice In Wonderland than Zatanna as I know the character. While it appears with Zatanna cosplay photos, I think it's a Zenescope stripper-version of Alice in Wonderland, as seen in this GRIMM FAIRY TALES SWIMSUIT SPECIAL
