well, while roy is right, thats neither here nor there. really, this is justa judgement call. there're a shit load of characters that are 'boarder line' like these guys, which makes this difficult. any of those 3 that you mentioned could have been top or second tier. my reasoning behind these three choices, tho... punisher hasnt been able to maintain his own book in a long ass time. he really only had succesful runs in the "frank millered" era. since then, he's had few books that feature him above a street thug. cap'n marvel, tho around for yeeeears, has never been able to make a prominant stance (for a sustained period) in the dc world. unfair or otherwise. some writers have a better handle on him than others, but for the most part, he's easily pushed aside in favor for other characters. his jla (jsa, jli, etc, etc) appearances gained him popularity, and kingdom come probably more than anything else... but really, he's never been able to stay as a top tier guy. bizarro has been around for quite a long ass time, as well. he gained lotsa popularity on the super friends JLA cartoons, his own mini series' and lotsa apperances in superman cartoons. in addition to being one of supermans' top baddies, most importantly to me, is the 'what have you done for me lately' factor, and in the past two years, bizarro has been INCREDIBLY prominant (especially in comparison to the other two). he's been all over the superman books, especially the loeb and mcguinness run. so there y'go. bizarro #1. fo' real.

i was thinking about my judgement in the last round and again this time around.
comparing the two.
according to my standards initially, first tier was reserved only for the BIG name heroes (i.e; superman, batman, spider-man, etc). second tier was more of a 'companion' kinda nod or a secondary hero (i.e; the huntress, blue beetle, the thing, etc).
buuuut... upon further evaluation....
lois lane, aside from lex luthor, is the most important, most notable character in superman books outside the big guy. she makes appearances in all sortsa other books, movies, tv shows (LOIS and clark)
sooo... my judgement call as of this post: she's a 'biggun' (thats right) in my book.

The characters picked in the last draft and there price value is available to all captains and just because you happen to have a hard on today you feel it is OK to suddenly change the value of said character.
As far as Lois Lane being a first Tier character Luthor yes I could see him being a first tier character because I could see how he could draw people to a book. "Oh he's president now I want to see how that would play out, I am going to pick up the Superman books" OK I can see that happening. I can't think of a time in the past where anybody would say WOW I like what they are doing with Lois....sure she is a good SUPPORTING character but that is IT.

i still say she's got a higher rank than second tier.
she's common enough that non-comic book fans know who she is (something you cant even state for 'the flash' or 'green lantern').
she's had major roles in movies, cartoons, and tv shows, even making 'super friends' apperances.
in addition, especially with loeb's run, she's had a major role in the book -- even narrating most of the stories, making 'side deals' (nudge nudge) with luthor, being taken over by baddies, etc.
above and beyond that, she's probably been in or atleast mentioned in 90% of all superman-related books (making MANY more appearances than luthor).
really, the more i think about it, the more i really do think she's a top tier character -- and perhaps the only non-hero / villain to get that ...umm.... 'privelage.'

Lois Lane is one of the most recognizeable names in all comic books, she's the definitive "Damzel in Distress", not that that's a good thing really....
She's definitely a 1st Tier character.

2.Well Rob set it up so he has his reasons.My guess would be because they have the most recognizable characters.I personally haven't read any kind of Wildstorm book since Gen 13's mini-series,so I wouldn't know who most of the characters are.

As to the Lois Lane thing.I say she's a first tier supporting character.More recognizable than most other supporting characters to be sure,but unless Silvie's planning a "Lois Lane:Intrepid Reporter" series,I wouldn't charge the top tier hero price.I'd say a good compromise would be $15 million.

with the limited category breakdowns we're dealing with (my own fault), im still stickin with the top tier philosophy.
she's just waaaaay too popular to not be in the top eche... eshelon. ec.. damnit.
if you'd like to un-pick her, that i'll allow. but you would not get a replacement pick, you'd just get a loss of turn, but all yer cash back.
in the future, if there's a round 3 of this voting game, there'll have to be a way to avoid lil things like this (and other 1/2 tier borderline selections). i know it was proposed before this round that we have a 4th tier for just such an issue. but i think that might even cause more turmoil -- the more shades of gray there are, the more difficult judgements become (cuz instead of debates between who is in tier 1 or 2, you'd have debates between who is in tier 1 or 1.5 AND 1.5 or 2).
suggestions (not threats or insults) as always are welcome.
speaking of which, promy, again, if there is a round 3, you're more than welcome to join in!
observations, thus far, seem to be that it IS a lot of fun for everyone. the first time thru, tho, i think had an advantage as it was much quicker paced. i think i made the money allotments too large this time. ill have to refine the rules more, i spose.
as to why wildstorm (etc) characters are not involved... really it just makes things easier on me and the captains, as there are a trillion frickin wildstorm / vertigo / dark horse characters that no one really knows much about.
