ok, so nightwing isnt as important as batman. but is he more notable than wonder woman? of the three, only batman is a "guaranteed" first tier. the other two could easily be debated over, with observations based on personal opinion.
there IS no clear cut way to categorize characters -- not even the companies themselves have ever been able to.
if the end result is to let ME make that judgement call (as we have been doing), then so be it. because, with the current tier system, whether there are 3 levels or 10, the judgements will always remain one persons' (in this case, mine) -- and we'll be in the same exact place.

odds are, i would end up being the agents (or i could assign individuals to be agents per character, on a case by case basis).
and, maybe, if we went the 'agent' route, it wouldnt really be a 'turn by turn' basis -- you'd each just go mad on a lil shopping spree, trying to spend your money as best and as fast as possible, with agents returning your 'calls' as they saw fit.
