Decree 1: JLR leader
1.1. The JLR leader shall be elected on an annual basis for a period of 12 months. Please refer to Decree 2: Leadership ballot
1.2. The elected leader shall obtain RKMB Moderator privileges for Hero Headquarters 2.0, as per the whims of Rob - The Moderator Prime.
1.2.1 Outgoing JLR leaders shall forfeit RKMB Moderator privileges for Hero Headquarters 2.0, once again as per the whims of Rob - The Moderator Prime.
1.3 JLR leader duties shall include:
1.3.1. Establishing JLR leader ballots;
1.3.2. Establishing Starsky-Hutch Award ballots;
1.3.3. Regularly reminding JLR posters to post a character biography to JLR: Secret Files and Origins with an  ;
1.3.4. Ensuring all posters are having fun;
1.3.5. Ensuring all posters have an opportunity to participate in group adventures;
1.3.6. Regularly reminding JLR posters to post to group adventures;
1.3.7. Ensuring group adventures arrive at a natural conclusion;
1.3.4. Inviting potential members to join the JLR;
1.3.5. Generally issuing decrees as necessary;
1.3.6. Other duties, as directed.
1.4. The JLR leader may delegate tasks and authority to other JLR members, as is necessary.

Decree 3: Use and abuse of JLR member characters in adventures
3.1. Each poster is responsible for introducing their own JLR member character into each group adventure.
3.2. JLR member characters can be introduced at any time in a group adventure.
3.3 Any poster can introduce any other character (ie, not a JLR member), into a group adventure.
3.4. Any poster working on a solo adventure within JLR continuity, may use any active member of the JLR in the necessary era.
3.4.1. Only the poster's JLR character may be permanently changed/augmented/de-powered/written out of the team/killed-off in a solo adventure.
3.4.2. Other JLR member characters cannot be permanently changed/augmented/de-powered/written out of the team/killed-off in a solo adventure.
3.5. Any poster working on a JLRemix (alternate reality/else worlds) adventure may use any character (JLR or otherwise) and use them as they wish.
3.6. Any poster who does not contribute to a JLR group adventure or to the JLR Talk Thread for a period of six (6) months, shall have their JLR member character enter JLR Limbo, by the JLR leader (or appointed representative). Either:
3.6.1. During the current group adventure of choice; or
3.6.2. At the beginning of the next group adventure of choice.
3.6.3. These JLR member characters shall enter JLR limbo, by way of: 3.6.3.1. personal mission; 3.6.3.2. personal business opportunity; 3.6.3.3. mysterious kidnapping by mysterious extra-dimensional being; 3.6.3.4. mysterious kidnapping by mysterious villain; 3.6.3.5. mysterious reason, to be concocted later.
3.6.4. These characters may not be killed! On pain of death!
3.7. Posters may permanently kill their own JLR member character.
3.7.1. Posters cannot permanently kill another poster's JLR member character.

Nice set of decrees, Brit. But shouldn't you okay them with Wednesday first? I mean, unless Superfly's still out there. Which reminds me, under the new rules would I be allowed to introduce Superfly into CSF? I think so, but the decrees are a little unclear.

Once again, I have to regretfully inform you, no.
Superfly Sr. is a card carrying member of the Injustice Reality Gang (IRG).
Which means Superfly Sr. isn't fictional. He's just made up. And therefore ineligible to join the CSF, under the villain from literature, movies or television ruling made earlier.
And before you ask. the Vegi-La-beasts are being controlled by the CSF and therefore not technically members. They are just instruments in the CSF's plans.
And Transneapolitan's involvement with the CSF shall be explained later.

Maybe I'm reading these wrong, but wouldn't this make it difficult for the first few people to post to a story? If I start a story, but it's Midnight Spectre's responsibility to add himself to the story, does that mean I can't include him in my first post.
I definitely understand where you're coming from with this. I would just like a little clarification.

You didn't say anything about future Starsky and Hutch Awards here. Would they still run at the same time of the year as they ran last year, placing them at the same time as the leadership ballots? If so, with the exception of this year, will they run in the same poll thread?

1. Is that really necessary? Personally, I'd like to have more than one JLR member hold moderatorship at any given time. The best thing, I think, is for the JLR leader to choose one or two other members to hold moderator status... just in case.
2. Does this mean I should relinquish my moderatorship. If you want me to, that's cool, just let me know.

well, I made sure to get Brits permission before I made Transneapolitan a double agent, so if it's cool with the creator I don't see why you wouldn't be allowed to do it.

I haven't been able to write in for a while due to a busy schedule. I've been working on an idea I have for a new story I might want to use sometime.
May use the story in a JLRemix if that be an option.

It's good with rules and all that, but isn't that really against the true JLR spirit?
I mean, we established (unspoken rule) fairly early that rules weren't really a neccessity since JLR was orderly chaotic. At least there appeared to be a general consensus for that!

I really do have the best of intentions with these decrees (or guidelines if you will). 
I don't want to spoil anyone's enjoyment and creativity in the JLR!
But what is a JLR leader to do?

What is my purpose in life? 
Who's idea was this JLR leader thing anyway? 
At the moment, my committee experiences (work, library organisations & unions) have taken over. Democracy still holds true to me, which is why I want EVERYONE'S feedback - Good, Bad or Otherwise - before any decree or guideline is set in concrete.
I have not yet been corrupted into the Dictator of JLR Future. (Though that could make a pretty darn good JLRemix story in itself... )
But I digress...
So, tell me.
Do we continue with the unwritten laws of our DCMB forefathers (and mother)?
Shall we travel down the path of leadership decrees (or guidelines)?
Do I only act as a judge in times of dispute? Facilitating conciliatory reconciliation between posters, passing judgment when all else fails?
or
Am I only here to ensure leadership ballots and Starsky-Hutch Awards are created and that people post their character's bio to JLR: Secret Files and Origins?

Well yes. But not necessarily limited to your good self.
The premise of JLRemix is that we can all go to town with the JLR.
People can post an alternate origin story for the JLR, where the team came together because of an emergency, not a poster, p.o.'ed because of the new JLA roster.
Heroes can become villains, villains can become heroes and DCMB posters who made one appearance can play a bigger role in the JLR.
Powers can be swapped, ignored, augmented. New members created at the expense of those we recognise.
For example - There could be an adventure of the JLR - Justice League of Registered members (where several hyper-time variations of Registered Member, band together).
These stories can be set in the past, present, future or even on another planet if you wish.
Let your imagination go free and see what happens.

No. I meant, once I get booted out of the leader role, that new leader would get my moderator privileges.
As your good self and TTT were granted Moderator status by Rob himself, who am I to rescind that privilege?
But if it makes you happy, I am invoking decree 1.4. The JLR leader may delegate tasks and authority to other members, as is necessary.
Delegated authority 1: Wednesday shall have the authority of Moderatorship until such time as he disappears from the RKMB, the JLR members unanimously demand a new Moderator, or depending on the whim of Rob - The Moderator Prime (whichever comes first).

3.3 Any poster can introduce any other character (ie, not a JLR member), into a group adventure.
Maybe I'm reading these wrong, but wouldn't this make it difficult for the first few people to post to a story? If I start a story, but it's Midnight Spectre's responsibility to add himself to the story, does that mean I can't include him in my first post.
I definitely understand where you're coming from with this. I would just like a little clarification.
My intent was in relation to introducing a character into the main action. This could be done either by turning up during some obvious emergency or answering a call to arms by another character that is involved in said obvious emergency.
So for example, at the start of a new adventure, if Wednesday needed the JLR to back him up, you could write that Wednesday contacts Midnight, RM, Brit, Spandex, etc. But then it would be up to those posters to have their characters answer that call to arms and introduce them into the main action.
Once the character is in the story, other posters can use that character as usual.
If we want these rulings, I can change that wording. If it helps.

Which reminds me, the JLR needs communicators.
Perhaps RM552, Fused, TTT and Spandex could build an automated communications device?
Maybe it could be called the Jlr Automated Recording Voicemail and Information Service...
Or J.A.R.V.I.S. for short. 
But perhaps that shold be in the next adventure.
But I digress again.
