They don't really give in. You gotta realize that there are more emotions going on here than simply fear - which in my understanding is not entirely foreign even to celestial beings. The angels are reluctant to fight because they still hold out hope that Lucifer might change his ways - a point I have repeatedly tried to emphasize in the story. I'll work a bit more on the angels' reactions in the future.
