They tapped into the government mainframe (notice how the government finds its way in a majority of our theories. I have a theory for that.) for extra juice and started scanning pics of the greatest minds and hottest pieces of ass that ever walked the earth. Unfortunately, their experiment for the perfect girlfriend ended as soon as Rob put in the scanner a tampered pic doused with his DNA... he's had to live with a hot sister for the last 10 years and 7 months..
