However, you must also concede that the police in any community are controlled in some part by the politics of the people who supervise them.
Police in any city are going to not prioritize a stolen bike, that's true. However, it ignores reality to pretend that a city's homeless policies are not going to affect how the police, or the courts, handle petty crimes by the homeless.
