Agreed, focus needs to be put on the Joker and his (possible) alter ego as the Red Hood. Adding the Penguin could be too much. 'Course I said the same about Scarecrow and Batman Begins didn't suffer. The only thing, I think, that made the movie suffer was Kate Holmes. She's supposed to be coming back for the sequel as well as everyone else (according to Newsarama).
