True, but Joker shares pretty well with Harley in the animated series and did a good job teamed up with Scarecrow in Knightfall. He does work best with a soundboard that responds (as opposed to a dead cat or scared-shitless victim). Not that he isn't great alone...

Harley and the animated series were in a class by themselves though. And their match up isn't forced (to me, at least) bc they are part of the same crew, so they're not thrown together just for the sake of...
