Because you knew from the get go (right from when the arc started) that a Lazarus Pit was going to be involved and, some how, Batman's anti-corpse-stealing measures weren't going to work for some bloody reason. That Superboy additive was just the icing.
Either way, whatever else the storyline could have been, Jason Todd is just Winnick's projection of himself within the comicbook. It's all very deus ex machina.
