I think Jason was, like, 12 or 13 when he "died," but he's closer to 18 or 19 now. Someone at DC didn't do their math.

Tim Drake should really be in his 20s by now. He was 13 in 1990 and he's only 15 in 2006? That doesn't add up.

If by, "Fucking Tower of Babel storyline" you mean the incident with Batman's parents, I think you should remember that Ra's never actually put them in the pit and admitted that he didn't know what would happen to them if he did. That was a part of the threat to Batman, that there was a possibility of having deranged, zombie parents. Ra's didn't seem to think that it would be possible for someone who had rotted in the ground to be brought back to full health.

the laz pit, in this instance, isn't what healed / reanimated jason todd. it was the time-changing, zero-hour-like effect of "crazy as fuck" superboy punching through... time...
the pit was only used by winnick / loeb to revive and heal the deep wounds of jason todd, mental and physical, as the pit has been established to do.

bruce was against using the pit, at all, if im not mistaken. besides, even if he wanted to, he'd have to immediately fly whoever had just died overseas, beat up some ubus, gain access to the members-only pool, etc, etc.
i think it was denny, himself, who deemed the pit's actions as super-healing the body. being just-dead or near-dead was the best time to make use of it, as that is when the body is most hurt ... however, technically, that would not limit its use to someone in a fatal state.

That particular segment is not the only part I consider "fucking". Still, I'm sure the idea of ressurecting zombies was helped along by the digging up of his parents.
