Reed and Doc have always worn their "superhero togs" as street clothes. I think it just something that is accepted in the alternate world that is the Marvel U, especially with characters like Reed and Doc, who don't have secret IDs and are celebrities.
In addition, Black Bolt and Namor are members of, for all intents and purposes, alien races (Inhuman and Atlantean, respectively). In each case, their culture considers the clothing of their rulers to be appropriate. Again, I think history has shown that the dress code of the Marvel U is different than our "real world." (For another example: show me a real life CIA director who dresses the way Nick Fury and the Agents of SHIELD do)
The only one whom you might have a legitimate argument for is T'Challa. However, much like Reed and Doc, he's a celebrity and there is precedent that these ARE his street clothes.
