The sign read 'Welcome to Barrow'.
Right, Buffy thought, some welcome. The bitter cold that existed within the town of Barrow was so unlike the usual warmth of California that Buffy thought she would literally freeze before being able to actually do any slaying.
Due to its geographic placement, one month out of the year, Barrow was plunged into darkness, with no hope for sunlight or morning - a perfect breeding ground for vampires. She had heard from Giles that vampires would terrorize the town when in darkness and had been sent to ensure that it didn't happen.
Reaching into one of her duffel bags, she pulled out her favorite stake - Mr. Pointy. Taking a deep breath, she began to walk toward the center of town. With each step, she became aware of eyes watching her.
Taking a deep breath, she pauses and, as she does so, the watching eyes become bodies as vampires begin to walk out into the streets.
"Alright," she mumbles to herself, "here goes nothing."

Sunnydale was a town full of vampires and Buffy kicked all sorts of ass and took all sorts of names.
Barrow was a town full of vampires. Vampires who were apparently thwarted by boiler rooms (since that's where the townspeople hid out more or less successfully for most of the story). Therefore, Buffy will also kick all sorts of ass and take all sorts of names.
Furthermore, Buffy now has an army of slayers at her disposal, and the ability to call in reinforcements from the "Angel" crew.
There is really no question here. Buffy wins.
