The Millar era, as the article said, takes the intent of Ellis' concepts, and puts them into practice.
The whole thing evolved out of Ellis' Stormwatch runs and continued evolving under Millar, at least until DC (and a big money offer from Marvel to Quitely) killed it.
I really consider it the Watchmen of it's time. It was an important precursor to books like The Ultimates, and pretty much every spandex book has followed in it's wake, either attempting to copy it or to "put the genie back in the bottle" if you will.
It "pulled a Sandman" as Aussie Dave once said, grasping an audience outside the typical spandex crowd. It appealed to people that didn't read superhero comics and if given an actual push from DC, could have gone mainstream.
