Those numbers in the Dreiberg/Juspeczyk message (40.754950-073.988058) are latitude and longitude (shades of Close Encounters, here). If you cut and paste them into Google Maps, you'll find it pointing right to the corner of 40th and 7th in New York City, which is exactly where Rorschach saw them coming out of a diner in the fifth issue.
