The irony here is that it seems to me that one you have the SFX budget, the Hulk should be one of the easier comic book films to write and direct. It screams "Action Flick" better than perhaps any other comic book and you don't need to tell the origin beyond the credits (Hell, you could do an intro not unlike the old TV show, with Doc getting hit by gamma rays, morphing into the Hulk, etc.). Then, it's two hours of Hulk smashing, etc.
